In Sentul area, I do find such silly board to prevent people from doing picnic and other activties there. How come? Who own the land? THis is the simple ridicoulus way of thinking of Indonesian businessmen. They got the license to operate the area, they "engineer" the property, they ask people to leave, and they ban them for recreation unless people paid it inside the park for an expensive entry fee. And we are just shut our mouth up!!
In Surabaya Airport, on arrival area, firstly caught my eyes was the board with the words to tell the passenger at what cost we shall be charged when using porter service. The Rp 2,500.0 handling fee per luggage seems OK, but not in practice, though! I used to pay Rp15,000.0 to Rp 20,000.0 even for one piece luggage.
