Budgeter or Non-Budgeter?

Many people argue about non budgeter fund. In fact, all of the money they are talking about comes from annual budget (DIPA). All of the money collected by the DGs of the Minister, then, is channelled to the political parties. Again, it is all national budget or APBN. THus, budgeter or not is not the issues since it is corrupted by officers. It's all national budget, people's money folks!

Amien told to demand corruption trial

Amien Rais' confession of receiving money from former maritime affairs and fishery minister Rokhmin Dahuri to finance his 2004 presidential election campaign would be much more meaningful if he went further than just a confession.
"He should step forward and go to the Attorney General's Office, ask for a trial, admit his wrongdoings and ask for a sentence," expert on state administrative law from the Indonesian Islamic University (UII) Mahfud MD told journalists Saturday.
Speaking at a press conference to announce the planned launch of his newest book on state administrative law, Mahfud said such a step would create a good precedent for other political elites who may also have accepted funds.
"It would also be a good way to continue the second phase of the reform movement," Mahfud said.
As the father of the reform movement, according to Mahfud, Amien has the moral force to push the Attorney General's Office to put him on trial with the hope that similar trials will also be held for other presidential candidates that may have accepted money from Rokhmin.
"The Attorney General's Office cannot just refuse to do so," said Mahfud, who is also a politician from the National Awakening Party (PKB) and served as defense minister under former president Aburrahman "Gus Dur" Wahid.
Amien, the former Speaker of the People's Consultative Assembly and former chairman of the National Mandate Party (PAN), has confessed to accepting Rp 200 million (approximately US$23,000) from Rokhmin, which he handed over to the party's treasurer, and another Rp 200 million from a member of the party's 2004 election campaign team.
Rokhmin is currently on trial for misappropriating Rp 11.5 billion from his ministry's non-budgetary fund. He faces up to 20 years in prison if convicted.
According to Rokhmin's statement, he also gave the Megawati Soekarnoputri-Hasyim Muzadi pair Rp 275 million, Susilo Bambang Yudhoyono-Jusuf Kalla Rp 200 million and Wiranto-Salahuddin Wahid Rp 220 million.
Funds were also allegedly distributed to a number of political parties and mass organizations. Most of them, however, have denied receiving any money.
"Morally, Amien is clean. Demanding a trial would not ruin his good image. That way he may even create another way to finish the second phase of the reform movement," Mahfud said.
"Once Amien is convicted and sentenced, other politicians who are said to have received money will not be able to avoid a similar trial," Mahfud said.
Mahfud said that giving money to candidates in presidential, provincial and regental elections was not a new phenomenon in Indonesia.
